I have the honour once more to lay before you my claims

to promotion in my branch of the service. Since I last wrote

)

on this subject, I have acted as Chief Justice for more than

six months and as Attorney General (for the second time) for

nearly three months..

As I have pointed out before, I joined the service in

January, 1884 as Police Magistrate and acted as Registrar of

the Supreme Court on several occasions and as Puisne Judge

(once) until my appointment as Registrar. I then acted twice

as Puisne Judge until my substantive appointment as such in

1895, and since that date I have acted twice as Attorney

General and once as Chief Justice. So far as I know, the

various governors under whom I have had the honour to serve,

have been satisfied with the way in which I. have carried out

the duties of the offices which I have filled, and I there-

fore ask for promotion in any Colony (except the West Coast

of Africa) and trust that such application may receive

favourable consideration.

I may also mention that I am the only official of my

standing in the Court who was not granted the last increase

of pay. The Chief Justice, Attorney General and myself
